The $4800 program fee includes a round trip flight to German, bus transportation between the airport in Frankfurt to Oldenburg (if you fly with the group), up to 12 hours of tutition, registration and course fees in Oldenburg, lodging in the dorms for 10 weeks, local transportation on the Oldenburg bus system, and a railpass for the region.
