3.2 Governance and Administration

Comprehensive Standard:

3.2.11 The institution's chief executive officer has ultimate responsibility for, and exercises appropriate administrative and fiscal control over, the institution's intercollegiate athletics program. (Control of intercollegiate athletics)

Statement of Compliance:   In Compliance.

Narrative:

As noted in the report for Core Requirement 2.3, the authority of the President of the University of West Georgia is defined by the University System of Georgia Board of Regents.  Article VI of the BOR Bylaws and Section 2.5 of the BOR Policy Manual specify the breadth of Presidential authority which includes oversight of intercollegiate athletics.  Section 4.5.1 of the BOR Policy Manual authorizes all member institutions to participate in intercollegiate athletics programs [1], [2], [3].   

At the University of West Georgia, direct responsibility for day-to-day oversight of the University’s Intercollegiate Athletics Program is delegated to staff and faculty charged with the ongoing operation of the program. These staff and faculty operate under the authority of the Vice President for University Advancement, who of course, is subordinate to the authority of the President of the University of West Georgia [4].

The established system of shared governance of the University of West Georgia is engaged in any matter having to do with the development of policies affecting internal constituent groups, which includes intercollegiate athletics. The standing Intercollegiate Athletics Committee of the University Faculty Senate is directly involved in oversight of this area.  However, numerous standing committees, staffed by students, faculty, and staff, are tasked with advisory responsibility for the administration of programs, services, and policies at the University of West Georgia [5].

The University’s Intercollegiate Athletics Program, one of the more highly visible programs at the institution, has an Athletic Director [4] who reports directly to the Vice President for University Advancement. The Vice President for University Advancement reports directly to the President of the University of West Georgia. Advising the Athletic Director are two Associate and two Assistant Athletic Directors. As noted above, the Intercollegiate Athletics Committee [6] provides oversight of the Intercollegiate Athletics program and reports directly to the Faculty Senate.  In addition, an independent Faculty Athletics Representative (FAR) reviews and manages policies related to various athletic activities. The FAR reports directly to both the President of the institution and the Vice President for University Advancement.

The Intercollegiate Athletics Program has a full-time Assistant Athletic Director of Business Operations and a full-time Assistant Athletic Director responsible specifically for compliance issues.  These two individuals meet with both the Athletic Director and two Associate Athletic Directors on a regular basis. The two Assistant Athletic Directors also meet with other University authorities in regard to their job duties. The Assistant Athletic Director of Business Operations is audited on an annual basis, with periodic audits throughout the year, by the University’s Internal Audit Office.  The Assistant Athletic Director for Compliance meets with the Vice President of University Advancement and the University’s Legal Counsel when dealing with compliance issues.

The Intercollegiate Athletics Program holds one general foundation fund account with multiple sub-accounts for individual sports within the University of West Georgia’s Foundation. Each individual sport and the University’s Cheerleading Squad are allowed to hold individual sub-accounts where money raised independently for that sport may reside. The Assistant Athletic Director of Business Operations is charged with the day to day operations and control of these accounts while the Senior Associate Athletic Director is charged with direct oversight of these accounts. Both the Assistant Athletic Director of Business Operations and the Senior Associate Athletic Director report directly, on a regular basis, to the Athletic Director concerning the functioning of all foundation accounts. In turn, the Athletic Director reports on a regular basis to the Vice President for Advancement concerning the financial status of all foundational accounts. Annual audits of all foundation accounts are conducted by the University’s Internal Audit Office.
