3.2 Governance and Administration

Comprehensive Standard:

3.2.7 The institution has a clearly defined and published organizational structure that delineates responsibility for the administration of policies. (Organizational structure)

Statement of Compliance:   In Compliance.

Narrative:

The Board of Regents Policy Manual, which sets forth the "organizational structure that delineates responsibility for the administration of policies" of all institutions in the University System of Georgia which includes the University of West Georgia is available online at the University System of Georgia website [1], [2]. The organizational structure of the University of West Georgia is published each year in the UWG Fact Book which is available online at the University of West Georgia website on the webpage for Institutional Research & Planning [3].

It should be noted that the administrative responsibility for the University of West Georgia programs, including distance learning programs and courses, is reflected in the organizational chart (UWG Fact Book p.25-27, [4]). Distance and Distributed education is listed under Extended Learning unit, which reports directly to the Provost and Vice President for Academic Affairs.    

Board of Regents policy defines the authority of the President of the University of West Georgia. The Board of Regents policy stipulates to the lines of responsibility of all parties which include the Board of Regents, the Chancellor of the University System of Georgia, and the president of each University System of Georgia institution which includes the President of the University of West Georgia.  Specifically, Board of Regents Policy § 2.5.1 states:

 "The president of each USG institution shall be the executive head of the institution and of all its departments, and shall exercise such supervision and direction as will promote the efficient operation of the institution. The president shall be responsible to the Chancellor for the operation and management of the institution, and for the execution of all directives of the Board and the Chancellor. The president’s discretionary powers shall be broad enough to enable him/her to discharge these responsibilities" [5].

Board of Regents Policy 3.2.1.2 stipulates to the hierarchy of authority within each institution in the University System of Georgia which includes the University of West Georgia thus: "Administrative officers shall be appointed by the president with the approval of the Board of Regents and shall hold office at the pleasure of the president" [6].

The narrative for Comprehensive Standard 3.2.6 provides the distinction between the policy-making functions of the Board of Regents and the responsibility for the implementation of policy.

The administrative structure of University of West Georgia is provided in UWG Fact Book (on pages 24-27 of the 2012 edition) [4]. The administrative structure of the University of West Georgia is consistent with Board of Regents policy as stipulated in Board of Regents Policy 2.5.1 cited above which requires that "The president of each USG institution shall be the executive head of the institution and of all its departments" (BOR Policy Manual, Section 2.5.1 [5]). The University of West Georgia administration units organizational chart presented on page 25 of the 2012 UWG Fact Book identifies four divisions, each headed by a Vice President and a fifth division headed by the University General Counsel all of whom report directly to the President of the University of West Georgia. The administration units organizational chart clearly indicates which departments report to which of the Vice Presidents of the four divisions and umbrella of authority of the University General Counsel. The administration units organizational chart clearly presents the university chain of command and in doing so delimits and determines the scope of administrative responsibility throughout the University of West Georgia [4] (see p.25).

The administration units organizational chart discussed above is a graphical representation of the written policies set forth in the University of West Georgia Statutes and in the Policies and Procedures of the University of West Georgia. The University of West Georgia Statutes inform the structure and organization of the University of West Georgia, in general, while the Policies and Procedures of the University of West Georgia detail the implementation of those policies.

For example, Article ll, Section 1, Part A of the "Statutes of the University of West Georgia" iterates the role of the President as head of the University of West Georgia and as responsible to the Board of Regents:

"The President shall be the executive head of the University and of all its departments, and shall exercise such supervision and direction as will promote efficient operation of the institution. The President shall be elected by the Board of Regents upon the recommendation of the Chancellor and shall hold office at the pleasure of the Board of Regents. He or she shall be responsible to the Chancellor for the operation and management of the University, for the execution of all directives of the Board of Regents and the Chancellor and to exercise such additional powers as may be assigned or set forth by the Board of Regents" [7].

Moreover, Article lll, Section 1, Parts A-B of the Statutes sets forth all the internal organizational and administrative officers appointed by and reporting to the President. Thus:

A. "The Officers of Administration shall be appointed by the President in accordance with Policies, Board of Regents, University System of Georgia and any subsequent directives from the Board of Regents.

B.  These officers shall hold their administrative positions at the pleasure of the President. They retain tenure only in their academic rank as members of the General Faculty and in accordance with the provisions for tenure as prescribed by the Board of Regents" [7].

The Policies and Procedures of the University of West Georgia vest the power of the University of West Georgia organizational structure by providing details on the responsibility for the implementation policies related the Officers of Administration.  For example, ArticleI, Section 1, Parts A: (1-2) of the Policies and Procedures of the University of West Georgia stipulates:

"1. The President shall be elected by the Board of Regents upon the recommendation of the Chancellor, and he or she shall hold office at the pleasure of the Board. He or she shall have general responsibility for the operation of all aspects of the University.

 2. The General Officers of Administration reporting directly to the President shall be the Provost and Vice President for Academic Affairs, the Vice President and Dean of Students, the Vice President of Business and Finance, the Vice President of University Advancement and the Director of Institutional Research and Planning" [8].

 Section, Part B further provides:

"The Officers of Administration shall consist of: (1) The General Officers of Administration listed above; and (2) Major Administrative Officers including deans of the several colleges, the School of Nursing, the Graduate School, the Library, the Registrar, the Director of Admissions, the directors of the other academic units as listed in Article I, Section 1D, and the chairs of the various departments. These officers have the duties enumerated in Article III." (Statutes of the University of West Georgia, Article II, Section 1, Parts A-B [7]).

All documents relevant to the organizational structure of the University of West Georgia are updated annually to insure accuracy and are available online.
