3.7 Faculty

Comprehensive Standard:

3.7.2 The institution regularly evaluates the effectiveness of each faculty member in accord with published criteria, regardless of contractual or tenured status. (Faculty evaluation)

The requirement that each faculty member will be evaluated annually is set forth in the Board of Regents Policy Manual [1].  Thus, Section adds the condition that faculty evaluations will include an annual evaluation by students:

"Each institution shall establish definite and stated criteria, consistent with Regents’ policies and the statutes of the institution, against which the performance of each faculty member will be evaluated. The evaluation shall occur at least annually and shall follow stated procedures as prescribed by each institution.  Each institution, as part of its evaluative procedures, will utilize a written system of faculty evaluations by students, with the improvement of teaching effectiveness as the main focus of these evaluations" [1]

The University of West Georgia Faculty Handbook contains the policies, procedures, and criteria that guide faculty evaluation in ways that conform to the University System of Georgia Board of Regents policies, and that define the faculty evaluation process and criteria in ways that are consistent with the unique mission of the University. Specifically, Section 104 details the procedures by which the evaluation process is to be conducted [2].

The choice of the evaluation instrument depends on the evaluation type. An example of a Personnel Evaluation Questionnaire form is included in the Faculty Handbook, 104.0302 [2]. The general policies and administrative procedures for each of the evaluation types are covered in detail in the Faculty Handbook (Policy number 104). Faculty evaluations can be provided to the SACS Committee upon request. Evaluation with the names deducted are provided in the table at the bottom of the narrative under consideration.

The evaluation of each faculty member’s teaching includes a semester’s end evaluation by students from the classes taught by that faculty member. Students use an Instructor Evaluation form developed by and suited to the needs of the University of West Georgia (Instructor Evaluation Form, [3]). The Instructor Evaluation form is completed by the students taught by faculty members at the end of each semester. The completed Instructor Evaluation forms are collected by the respective Deans’ offices where they are scanned and sent to Information Technology Services for processing. These forms are scanned (or, in the case of on-line students, the data are directly entered) and the faculty member receives a summary of student evaluations for each class taught during the semester.  Examples of summary reports generated by ITS based on these data are available [4], [5], [6], [7], [8], [9], [10], [11], [12], [13], [14][15]. Instructor Evaluation forms are retained by the faculty members and are incorporated into dossiers prepared for pre-tenure, promotion/tenure, and post-tenure reviews.

In order to strengthen the University of West Georgia’s distance and distributed learning programs, separate Instructor Evaluation Forms have been developed for online courses.  These evaluations are designed to address issues related to online delivery methods. The evaluations also serve to ensure that the technology used is appropriate and that students are satisfied with their learning experiences.  Each term a Student Evaluation form is distributed to all students enrolled in distance learning courses.  The evaluation is made available online to those enrolled in web-based courses. Distance learning evaluation data are available [16].

All faculty are evaluated by their respective departments, regardless of the delivery of the classes they teach. Each department has a procedure in place for annual faculty reviews (see Evaluation Table).  

It is important to note as well that there is a clear distinction at the University of West Georgia between the faculty evaluation process and the assessment of student learning outcomes. Thus, in order to avoid biased assessment reports, the faculty members are not evaluated on the assessment results.
