Dr. Bulach was the external evaluator of our character education initiative for schools in WV (2002-2006). The external evaluation process allowed our schools to assess the effectiveness of their implementation. The data provided by Dr. Bulach, were confirmed by the testimonials of the schools that participated. For example, for those schools that might have scored low on character or on the culture/climate assessment, it was correlated with the fact that the school had either consolidated that year or had a new administrator. Therefore, the assessments were a valid and reliable measure of what was actually occurring in the schools. He is very accommodating and is able to change procedures when local conditions require it.
