Chief Technology Officer – State University of West Georgia (UWG) 2001 – Present:
As the CTO, I discovered a central computing facility that had been compromised
resulting in a complete rebuild of the facility; implementation of increased
security measures including additional software safeguards, maintenance policies,
system monitoring, and enhanced network design; reallocation of resources
and staff; and higher levels of community awareness. In addition, the installation
of inline virus scanning and fire-walling network segments resulted in a significant
reduction in work load.
· Responsible for the Information Technology Services division of the university, including User Services, Technical Services, Network Services, Telecommunications, and Learning Resources. The campus population is approximately 1,000 faculty and staff, and 9,000 FTE students.
· Primary responsibilities are strategic planning, formulation of campus policies and standards, budgeting, development and implementation of management information systems, telecommunications, infrastructure planning and design, acquisition of hardware and software, and the implementation of enterprise security systems.
· Campus wide oversight of technology purchases for distributed IT support divisions.
· Responsible for overseeing the allocation of student technology fees.
· Provide representation for the university in campus, state, and national IT forums.
Director, Computer Center - Christopher Newport University (CNU) 1994 - 2001:
As Director, I assumed responsibility for a department that had been without
a director for almost two years. I guided and supported staff through the
design and implementation of turnaround strategies, resulting in significant
performance improvements, increased morale and higher quality service. I
planned, designed and directed the replacement and migration of all the University’s
major administrative/academic computer systems and software. Included in
this design was an improved campus-wide network based on switched gigabit
Ethernet technology. This design resulted in substantial cost savings while
still leveraging previously purchased equipment. Finally, my review and re-negotiation
of contracts for computer hardware and software resulted in significant savings
to the university.
· Plan strategy for and direct the development, deployment, management, and evaluation of information technology resources and services, including local and wide area networks, application development, user support, and training facilities for 200+ faculty, 185+ staff and over 5000 FTE students.
· Reorganization and restructuring of Computer Center staff to provide increased efficiency and better customer service.
· Provide vision and direction for integration of central administrative, academic, and library systems.
· Responsibility for all telephone and telecommunications services for the University.
· Technical lead for distance education hardware and software requirements.
· Assist faculty and staff with the purchase and use of new technologies.
· Supervise Computer Center staff of 20 full time and 25-30 part-time (consultants and students) staff.
· Hands on systems administration and troubleshooting for several CNU systems.
· Systems Analysis and planning work for implementation of a state-of-the-art client/server student administrative system based on Oracle and Peoplesoft software in a Sun Solaris environment.
· Technical support for distributed university systems: university one-card, bookstore, parking office, campus police, university development, and HVAC control system.
· Responsible for allocation of $1.5 million annual budget.
· Maintain University MIS plan, Disaster Recovery Plan, and other various plans and policies.
· Chair - Information Technology Advisory Committee.
· Agency Year 2000 Coordinator/Project Manager.
Computer Systems Senior Engineer - State Council of Higher Education for Virginia - (SCHEV) 1993 - 1994:
· Planning and design of SCHEV computer and networking systems.
· Supervise projects for computer systems engineers responsible for administration of Unix and Novell LANs utilizing Token-ring and Ethernet typologies.
· Lead integration of Unix and Novell systems; provide PC users with access to Unix systems.
· Provide applications support using SAS software.
· Install and troubleshoot INTERNET applications including, WWW server, listserv, email, and more.
· Unix systems administrator for SCHEV systems.
· Agency contact for off-site users of SCHEV computer systems (100 users from state universities).
Senior Programmer/Analyst - SCHEV 1989 - 1993:
· Assign and oversee projects for two programmer/analysts, a senior electronics technician, and outside consultants from DIT and VPI (mostly Sr. Programmer/Analysts).
· Provide administration, configuration, security, and operations expertise for an IBM RS/6000.
· Provide office automation for a network of PC's utilizing Novell with approximately 85 users.
· Conduct and oversee hardware and software analysis and procurement for agency use.
· Coordinate the modification, upgrades, and maintenance of Uniform Student Data System. This software system was comprised of 115 COBOL programs written by SCHEV for use by the public universities to comply with state and federal reporting requirements.
· Work with University computing staff as SCHEV contact for USDS software.
· Provide programming and systems support for various projects.
Programmer/Analyst - SCHEV 1986 - 1988:
· Responsible for the analysis and procurement of SCHEV PC hardware and software.
· Install, maintain, upgrade and troubleshoot PC hardware/software and network systems.
· Provide planning and analysis for SCHEV migration to a LAN.
· Design, code, and maintain applications programs using COBOL and SAS.
Research Analyst/Programmer - Decision Resources Corporation 1984 - 1986:
· Perform research and analysis on various topics for DOE and GM.
· Develop and debug structured programs using SAS and COBOL.
