According to BrowserWatch, around 80% of their users are using either a Netscape or Microsoft browser. Netscape has supported frames since version 2.0; Microsoft Explorer has supported frames since version 3.0.
An excellent "low-end" brower that supports frames (and in many ways is
better than Netscape or Microsoft browsers) is Opera
