Base Operational Model and Structure

Wheel diagram showing the 4 development themes and 8 steps to success.

Four developmental themes from birth to career (early learning, foundations, explorations, independence)

Eight steps to success anchored by kindergarten readiness, third-grade reading level, literacy and numeracy proficiency, personal plan development, and certification or degree completion.

Inclusion of agencies and entities directly focused on increasing numbers of students who are enrolled, enlisted or employed upon completion of high school.

The wheel diagram showing the 4 development themes and 8 steps to success for a student. The eight steps to success are on the outside of the wheel and each of these steps is anchored to one of the four developmental themes. On the inner most part of the wheel is the student.
